on january 15 to 16, the 2014 chinese and foreign investment promotion agencies conference sponsored by the investment promotion agency of the ministry of commerce ("cipa") was held in beijing. assistant minister of commerce wang shouwen, british ambassador to china sebastian wood, and mexico's ambassador to china, julian ventura, attended and addressed the meeting.
the head of the foreign investment department of the ministry of commerce, liu yajun, and deputy head of the outward investment and economic cooperation department, fang wei, delivered keynote speeches.
the director of cipa liu dianxun presented the annual work report on investment promotions. also present at the conference were over 300 representatives from the embassies and investment promotion agencies of numerous countries including the uk, mexico, argentina, cuba, and ireland; the departments of commerce and investment promotion of beijing, guangdong, fujian, shanxi, jiangxi, shenzhen, qingdao, shenyang, and other provinces and cities; the trade associations of tianjin, guangzhou, wuhan and other economic development zones; the american chamber of commerce in china; the permanent secretariat of china-portugal forum; and renowned enterprises including bosch from germany, hewlett-packard from the us, sk group from south korea, china railway, china cnr, and s.f. express.
this conference aimed to summarize the investment promotion work of 2013 and to discuss how investment promotions can better integrate internal and external openness and mutual promotion in terms of incoming and outgoing investment. the aim is to build a platform for interaction and exchanges between chinese and foreign investment promotion agencies, and explore new mechanisms and methods for investment promotion work based on the comprehensive reforms of 2014. at the conference, participating representatives discussed best practice for carrying out investment promotions in an innovative, practical and efficient manner.
director general of invest shenzhen wang youming was invited to attend the meeting, where he gave a key-note speech on the theory and practice of building a modern investment promotion system based on the shenzhen model.
since its establishment over two years ago and supported by the municipal government, invest shenzhen has actively mobilized various resources to advance three main business segments: city marketing, investment attraction/capital selection, and enterprise services. it has done so by focusing on coordinating various functions and developing projects to build a modern investment promotion system based on the shenzhen model, helping the city progress in its investment promotion drive and achieve remarkable results in terms of boosting of the city's socioeconomics centralized development of the headquarters economy, transformation and upgrade of key industries, enhancement of shenzhen's economic competitiveness, construction of an innovative city, and increase of the city's investment appeal.
looking ahead, invest shenzhen will step up efforts to establish a globalized investment promotion network, enhance its scientific management standards and construction of professional teams to facilitate the formation of a grand investment promotion pattern led by the government, assisted by intermediaries and involving society.
upon the conclusion of the meeting, participating representatives expressed unanimously that shenzhen, at the very frontier of china's opening up and reforms, has shown great foresight in setting up its own investment promotion agency, and established a new full-chain model for investment promotions from which the rest of the nation can learn. they hope to make greater contributions to china's comprehensive reforms and the enhancement of an open economy through further exchanges, mutual promotion and improvement.
