the research center for government by law at china university of political science and law recently issued a “blue book of government by law: evaluation report on china’s rule-of-law governments (2017)”, which conducted comprehensive evaluation on development of rule of law governments among 100 chinese cities. the report said that 10 cities have remained among the top 20 in evaluations carried out since 2014, including shenzhen, and they set a model in developing governments that abide by rule of law.
at the press conference, 10 cities were awarded with the “model city in developing rule-of-law government” by the administrative law studies institute of chinese law society and the research center for government by law as they have remained among the top 20 over the past five years. the cities included beijing, shanghai, guangzhou, shenzhen, hangzhou, nanjing, hefei, changsha, chengdu and xiamen.
the report points out that the shenzhen municipal government obtained a total score of 798.27 points in the 2017 evaluation, 111.05 points higher than the average level (687.22 points), ranking fourth among 100 cities. shenzhen has led china in developing governments that abide by the rule of law and garnered numerous achievements: the government outperformed in organizing and leading development of rule-of-law governments, focused on law-based administration of government, and regularly conducted evaluation and training on law-based administration of government, which can serve as a reference for other cities; it made major progress in publicizing government affairs, such as in information on key sectors, operation and maintenance of government websites, government data opening and application information; it maintained good momentum in administrative enforcement of law and improvements have been made in law enforcement teams, procedures, system and status.
