the shenzhen municipal government ranked first nationwide for rule of law, the shenzhen special zone daily reported yesterday, quoting a ranking released monday by the china university of political science and law.
the report issued by the university's research center for government by law noted that shenzhen received 782.88 out of a maximum score of 1,000, ranking first among 100 chinese cities evaluated, while the average score of all cities was 617.44.
according to the report, the evaluation measured nine indices, including government transparency and public satisfaction.
the report weighted the public's degree of satisfaction as the most important.
evaluation methods included research surveys and questionnaires.
out of the top 10 cities in the report, three of them are in guangdong province. guangzhou ranked second and dongguan ranked 7th.
ma huaide, the vice president of the china university of political science and law, said shenzhen succeeded in solving social conflicts and administrative disputes, and other cities should study the methods developed in shenzhen. ma also said shenzhen has areas where it needs to improve.
ying songnian, the dean of the university's research center for government by law, said shenzhen's progress is because the city implemented the rule of law.
hu jiannong, the director of the shenzhen government's legislative affairs office, said shenzhen's achievements were also the result of reform and opening up.
